Neighbor to Neighbor is a program that can assist in paying a utility bill from both ODP and AEP. This funding is available beginning Oct 1 of each year and will run until funding is no longer available.

Minimum qualifications:

​

• Applicant must have paid at least $100 in utilities to ODP or AEP in the last 90 days 

• This $100 must not come from fuel assistance or another agency pledge

• Bill(s) must be in the person’s name applying

If you meet these qualifications you can bring the following to our main facility located at 701 Kentucky Ave SE, Norton, VA 24273:

• Photo ID of applicant

• Photo ID’s of all household members if possible

• Social Security Cards of all household members

• Proof of Income

• Utility bill

• Proof of payment
